Board of Management

1. The Chancellor shall constitute the Board of Management which shall consist of the following:

   • The Vice-Chancellor;
   • The Planning Commissioner, Jammu and Kashmir Government;
   • Commissioner/ Secretary, Finance department, Jammu and Kashmir Government;
   • Commissioner/ Secretary, Agriculture Production Department, Jammu and Kashmir Government.
   • One representative of ICAR;
   • Two eminent agricultural/ veterinary scientists to be nominated by the Chancellor;
   • One progressive farmer to be nominated by the Chancellor;
   • One agro-industrialist to be nominated by the Chancellor; and
   • Three Directors/ Deans in the University to be nominated by the Vice-Chancellor.
2. The Vice-Chancellor shall be the ex-officio Chairman and the Registrar non-member Secretary to the Board.
3. The term of the office of the members of the Board other than the ex-officio members shall be two years.
4. When a vacancy occurs in the office of any member by the reason of death, resignation or any cause other than the expiry of the term, the vacancy shall be filled in accordance with the provisions of this section and the person who fills such vacancy shall hold office for the residue of the term for which the person whose place he fills would have been a member.
5. No action or proceedings of the Board shall be invalid merely on the ground of the existence of any vacancy or defect in the constitution of the Board.
6. Five members of the Board shall form quorum at a meeting of the Board. Provided that if a meeting of the Board is adjourned for want of quorum, no quorum shall be necessary at the next meeting called for transacting the same business.
7. The members of the Board other than the officers of the University shall not be entitled to any remuneration for the performance of their functions under this Act except such daily and traveling allowances as may be prescribed.
8. No officer or other employee of the University shall be eligible to be a member of the Board under clause (ix) to (xii) of sub-section (2) of this section.
9. The Board may for the purpose of consultation invite any person having experience of special knowledge on any subject under consideration to attend its meeting. Such person may speak in and otherwise take part in the proceedings of such meeting but shall not be entitled to such allowances for attending as may be prescribed.
10. Normally the Board shall, on dates to be fixed by the Vice Chancellor meet once in every three months. However, Vice Chancellor may whenever, he thinks fit and shall, upon the requisition in writing signed by not less than five members of the Board convene a special meeting of the Board.
